On the rockThe English language Training for Officials Programme (ELTO), part of New Zealand’s overseas development assistance programme, began in 1992. Since then over 800 government officials from Cambodia, Lao PDR, Indonesia, Mongolia, Myanmar, Timor Leste and Vietnam have studied on the ELTO English language programme in New Zealand. Many ELTO alumni have subsequently been sent on diplomatic postings, serving their countries throughout the world.

In July 2009 the Hon Murray McCully, New Zealand Minister of Foreign Affairs, officially launched Phase III of ELTO. This phase continues until June 2014, taking in two intakes of 32 officials each year from Cambodia, Lao PDR, Mongolia, Myanmar and Vietnam.
