Applications for the ELTO and ELTSO Programmes are invited twice a year through the following co-ordinating agencies:
  • Cambodia – Ministry Of Foreign Affairs and International Cooperation
  • Lao - Ministry Of Foreign Affairs and International Cooperation
  • Viet Nam – Ministry Of Planning and Investment
  • Mongolia - Ministry Of Foreign Affairs and International Cooperation
Nominations from countries eligible for ELTO Africa are sought directly through Foreign Ministries. 

Who is eligible to join this programme?

ELTO participants are required to be government employees who use English language in their position to achieve national development objectives and who have a background of knowledge in the thematic area that is identified for the particular intake/course.

The English LanguageTraining for Officials (ELTO) programme brings government officials from developing countries in Asia and Africa to New Zealand for English language training.
