About ELTO

The English LanguageTraining for Officials (ELTO) and the ELTSO (for senior officials) programmes brings government officials from developing countries in Asia (and now Africa) to New Zealand for English language training.
ELTO and ETSO are funded by the  New Zealand Aid Programme, within the Ministry of Foreign Affairs and Trade.
The government officials on the ELTO Asia programme study for seven weeks at either Nelson Marlborough Institute of Technology or Eastern Institute of Technology and fourteen weeks at the English Language Institute at Victoria University of Wellington. ELTSO and ELTO Africa officials study in Wellington at Victoria for eight weeks. 
The ELTO programme has been operating since 1992 and in that time over 800 officials have successfully participated in the programme.
